National e-Governance Division (NeGD) is inviting applications for the position of Manager – HR Operations in Delhi. The role is responsible for managing and strengthening day-to-day HR operations while ensuring smooth employee lifecycle management, recruitment coordination, onboarding, contract renewals, attendance and leave administration, HR documentation, HRMIS, vendor coordination, compliance tracking, and employee support. The position requires a mature, process-oriented HR professional who can bring discipline, accuracy, responsiveness, and service orientation to NeGD’s HR function.
Key responsibilities include managing HR operations across recruitment support, onboarding, employee records, attendance, leave management, contract renewals, exits, and HR documentation. The selected candidate will maintain updated employee master data, HRMIS records, manpower trackers, vacancy trackers, and contract expiry or renewal trackers. The role involves coordinating with internal divisions for manpower requirements, interview scheduling, selection documentation, joining formalities, and employee deployment.
Additional responsibilities include preparing HR notes, office orders, approval drafts, engagement letters, extension letters, relieving letters, and other HR communications. The candidate will coordinate with manpower agencies, consultants, vendors, and internal teams for outsourced and contractual staff management. The role also requires ensuring timely payroll inputs related to joining, exits, attendance, leave, deductions, and contract changes.
The candidate will prepare periodic HR dashboards and MIS reports for senior management and support the implementation of HR policies, SOPs, checklists, and process improvements. Responsibilities also include handling employee queries, grievance tracking, and maintaining HR records for audit, review, RTI, parliamentary questions, and compliance purposes.
The ideal candidate should have a minimum of 8 years of experience in HR operations, employee lifecycle management, recruitment coordination, HR documentation, HRMIS, payroll coordination, vendor coordination, or general HR administration. Strong knowledge of HR operations, employee lifecycle processes, HR records management, MIS reporting, MS Excel, Word, PowerPoint, and digital HR tools is essential. Excellent drafting skills, stakeholder management abilities, integrity, confidentiality, and service orientation are required.
Desirable qualifications include an MBA, PGDM, or Master's degree in HR, Personnel Management, Public Administration, Labour Studies, Organisational Development, or related disciplines. Experience in government organizations, PSUs, SPVs, consulting firms, PMUs, or technology implementation environments is preferred. Familiarity with contractual staffing, manpower agencies, government procedures, audit requirements, HR digitization, HR analytics, process automation, and recruitment for technology or digital governance roles will be advantageous.
The position is purely temporary in nature for NeGD or DIC projects and does not confer any right to permanent appointment. The maximum age limit for applicants is 45 years as of the closing date of application submission.
